II. Project / program description

  1. Objectives
    The project aims at improving the living conditions of the rural population in the poorest regions of Guinea by supporting rural development schemes initiated and implemented by the local communities. It will draw assistance from locally-based government technical services and NGOs.
  2. Activities / contents
    The project activities include the rehabilitation of feeder roads, the reclamation of swamp and upland rice areas, the promotion of a rational use of natural resources, particularly forests, and vegetable gardening and training. The project will reinforce the traditional communal participation in seasonal work campaigns during which collective meals are offered to the participants. The project will establish a food reserve corresponding to 10 percent of total workdays to support, in a flexible way, rural community initiatives, involving mostly women. The food reserve will be used in kind for food for work, food for training and feeding of children at day-care centre. The total food commitment for the project is 5,412 metric tons for a number of 114,111 direct beneficiaries (the rural population benefiting indirectly from the assets created by the project is estimated at about 595,400). Women represent about 69 percent of the direct beneficiaries.
  3. Expected outcomes / impacts
    Anticipated benefits from the various project components include: a) improvement of access for isolated villages and rural households to markets and social services and b) reduction of transport costs through community-based rehabilitation and maintenance of selected feeder roads; c) improvement of short term food security by increasing food production through reclamation of swamp and upland rice areas; d) improvement of long term food security and rural environment through a more sustainable use of natural resources (land, water and vegetative cover) by the rural communities; and e) support to community-initiated income generating activities and empowerment of women's associations.
  4. Features in line with the Agenda for Action
    The present project is in line with the agenda for action in areas of poverty alleviation, education, health and prerequisites for development.
