II. Project / program description

  1. Objectives
    The Club du Sahel leads the Network in coordination with CILSS and in close relations with the GIEWS/FAO and the WFP. The Network aims to contribute to food crisis prevention in the Sahel by improving the quality of information on food security, coordinating information mechanisms and responses to food crisis and more broadly by improving food security policies and awareness of the Food Aid Charter.
  2. Activities / contents
    Individual member activity aside, the Network's busy period is in November, at the end of the crop season. The Club du Sahel and CILSS invite specialists and policymakers to a two-day meeting usually held at the OECD in Paris to address:
    • Cyclical issues: food balances (past and forecast) and food aid needs just after the harvest;
    • Structural issues: harvest estimation methods, evaluation of food balances, early warning systems (EWSs), market information systems (MISs), food aid programs, use of local cereals, trade, markets, stocks and prices.
    A special evaluation has been made of the Food Aid Charter each year since 1990. The Network therefore acts as a forum for donor consultation, discussion and proposals in close liaison with all the Sahelian parties concerned and the many specialized bodies.
