II. Project / program description

  1. Objectives
    (i) The implementation of the Convention Internationale de lutte contre la Désertification (CCD);
    (ii) IFAD's participation in Sahel 21 initiative, alongside other CILSS partners;
    (iii) The coordination of activities between IFAD and the CILSS within the Sahelian countries.
  2. Activities / contents
    (i) For the implementation of CCD, IFAD's basic aim is to provide technical and financial assistance to the CILSS for the preparation of the Sub-Regional Action Programme (PASR);
    (ii) IFAD's role in Sahel 21 takes the form of sponsorship of research papers on the following subjects specifically regarding the Sahelian region; (a) natural resources management; (b) group-formation in rural development projects; (c) decentralized implementation of projects; (d) rural financial systems.
    (iii) The coordination of activities between IFAD and the CILSS in the Sahelian region would involve the identification of the interface between CILSS's major projects and IFAD-funded projects in the Sahelian region, followed by a specific arrangement to operationalize such interface, including CILSS participation of CILSS in IFAD project formulation and supervision missions, and use of IFAD projects as a testing ground for implementation of CILSS-initiated policy recommendations.
  3. Expected outcomes / impacts
    (i) dissemination of IFAD's relevant experiences, taking advantage of CILSS as a forum for reaching a broader audience;
    (ii) enhanced impact (on rural production and incomes) of CILSS-initiated regional programmes, based on a snowball effect through IFAD-funded projects in CILSS in the countries.
