  1. The Government of Japan highly welcomes the election of its candidate, Mr. ONUMA Toshiyuki, as the Council President of the International Civil Aviation Organization (ICAO) in Montreal, on November 27 (November 26 local time). Mr. ONUMA is the Ambassador Extraordinary and Plenipotentiary and Permanent Representative of Japan to the ICAO.
  2. The election of a Council President from the Asia-Pacific region marks a historic first since the creation of ICAO, and the appointment of Ambassador ONUMA as Council President represents a momentous milestone in its nearly 80-year history.
  3. With Ambassador ONUMA’s election as ICAO Council President, the total number of Japanese nationals serving as heads of the United Nations specialized agencies now amounts to two, including Mr. METOKI Masahiko, Director General of the International Bureau of the Universal Postal Union (UPU). From the perspective of enhancing Japan’s presence in terms of rule-making in the international community, it is significant that Japanese personnel play an active role as heads of international organizations.
  4. The election of Ambassador ONUMA is a testament to the high appreciation by the international community of his exceptional qualification with over 30 years of experience as a legal expert conversant with aviation policy as well as Japan’s contributions in this area. The Government of Japan continues to make proactive contributions, in collaboration with the ICAO, to the establishment and implementation of international standards in the field of international civil aviation.
