First Meeting of the Japan-NCAG Working Group on the Rebuilding of Gaza
October 28, 2026
On October 28, Mr. OKUBO Takeshi, Ambassador in charge of Gaza Rebuilding Assistance, held the first meeting of the Japan-NCAG Working Group on the Rebuilding of Gaza online with Dr. Ali Shaath, Chief Commissioner of the National Committee for the Administration of Gaza (NCAG).
- This Working Group was launched by the Ministry of Foreign Affairs of Japan and the NCAG to discuss cooperation between Japan and the NCAG toward the implementation of the “Comprehensive Plan” and United Nations Security Council Resolution 2803. At the first meeting, Ambassador OKUBO and Chief Commissioner Shaath served as representatives of the Japanese side and the NCAG side, respectively. Ms. MITSUI Yuko, Senior Vice President of the Japan International Cooperation Agency (JICA), also attended the meeting.
- Chief Commissioner Shaath explained that the NCAG, in coordination with the U.S. Government and the Palestinian Authority, is working toward the implementation of the “Comprehensive Plan,” particularly the “Gaza Recovery Program” announced by the Board of Peace and the NCAG in late September. He also expressed his appreciation for Japan’s assistance to Palestine, as well as his expectations for Japan’s role in efforts toward the rebuilding of Gaza, including the “Gaza Recovery Program.”
- Ambassador OKUBO reiterated the importance of the steady implementation of the “Comprehensive Plan” toward the rebuilding of Gaza. He also stated that Japan would continue to play an active role, in coordination with relevant countries and organizations, including in translating the “Gaza Recovery Program” into concrete action. In this context, Senior Vice President MITSUI highlighted the synergies between Japan’s existing assistance to Gaza provided through JICA and the “Gaza Recovery Program,” and proposed ways to cooperate in translating the Program into concrete action.
- Both sides concurred on continuing to coordinate closely, including through the framework of the Working Group.
