Measures based on the Foreign Exchange and Foreign Trade Act regarding the situation surrounding Ukraine

In view of the current international situation over Ukraine, and for the purpose of contributing to the international efforts for achieving international peace aimed at a solution of the issue, in line with the measures taken by other major countries, the Government of Japan has introduced the following measures under the Foreign Exchange and Foreign Trade Act, based on the Cabinet Understanding “Asset Freeze for individuals and entities of the Russian Federation and other measures” (as of October 2, 2026).

1. Contents of the measures

  1. Asset Freeze measures

    Measures (i) and (ii) will come into effect for entities and individuals of the Russian Federation (33 entities and 9 individuals) listed in the Ministry of Foreign Affairs Notice (issued on October 2).

    (i) Restriction on payment
    A permission system will be applied to payments, etc. to individuals and entities listed in the Ministry of Foreign Affairs Notice.
    (ii) Restriction on capital transactions
    A permission system will be applied to capital transactions (i.e., contract of deposit, trust, and money loan) with the individuals and entities listed in the Ministry of Foreign Affairs Notice.

  2. Prohibition on exports to specific entities of countries other than the Russian Federation and the Republic of Belarus

    Prohibition on exports to 4 specific entities of countries other than the Russian Federation and the Republic of Belarus listed in the Ministry of Foreign Affairs Notice (issued on October 2) will be introduced.

  3. Restriction on service transactions for specific vessels

    Measures (i) and (ii) will come into effect for the 35 specific vessels listed in the Ministry of Foreign Affairs Notice (issued on October 2).

    (i) Restriction on service transactions
    A permission system will be applied to the provision of services specified in the Ministry of Finance Notice to the specific vessels listed in the Ministry of Foreign Affairs Notice.
    (ii) Restriction on capital transactions
    A permission system will be applied to capital transactions (i.e., money loan and debt guarantee agreements) accompanying the sale and purchase, lease or charter of the specific vessels listed in the Ministry of Foreign Affairs Notice.

    (Note) Measures (i) and (ii) will be applied to the performance of obligations or the provision of services or benefits on or after October 2,2026. However, they will not be applied to the performance of obligations or the provision of services or benefits which are based on contracts concluded before October 2,2026 and carried out before November 1,2026.

  4. Prohibition on exports to the Russian Federation of items which could contribute to the enhancement of Russian industrial capabilities.

    Prohibition on exports to the Russian Federation of items which could contribute to the enhancement of Russian industrial capabilities will be additionally introduced.

2. List of individuals, entities and specific vessels subject to asset freeze measures or other measures
