Release of Promotional Videos on Tabi-Regi and Overseas Residential Registration, and the FY2026 First Public-Private Joint Practical Training for Counter-Terrorism and Anti-Kidnapping Measures (Domestic)

On September 10, at Mita Kaigisho, the Ministry of Foreign Affairs of Japan (MOFA) released promotional videos on Tabi-Regi and Overseas Residential Registration and held the FY2026 First Public-Private Joint Practical Training for Counter-Terrorism and Anti-Kidnapping Measures (Domestic).
- At the outset, Mr. NAKAMURA Ryo, Director-General of the Consular Affairs Bureau, delivered remarks, noting that this year marks 25 years since the simultaneous terrorist attacks in the U.S. (on September 11) and 10 years since the terrorist attack in Dhaka, Bangladesh (on July 1). Director-General NAKAMURA emphasized the importance of preparedness on the part of companies and organizations amid the diversifying threats facing Japanese nationals traveling to and residing overseas, and called for registration on Tabi-Regi when traveling abroad.
- Subsequently, new promotional videos were released, calling for registration on Tabi-Regi by short-term overseas travelers and for the submission of Overseas Residential Registration by long-term residents. Mr. TONIKAKU (Tonikaku Akarui Yasumura) and Ms. Yoshiko and Ms. Mahiru of the comedy duo Ganbareruya, the “Tabi-Regi Supporters” who appear in these videos, took to the stage and held a talk session on behind-the-scenes stories from the filming.
- Afterwards, practical training was conducted with the aim of enhancing the practical knowledge and skills of Japanese companies and organizations, as well as further strengthening the crisis management systems of Japanese companies and organizations overseas. A total of 52 people from Japanese companies, organizations, and “Tabi-Regi Supporters” participated in the training. In addition to lectures provided by a crisis management company on terrorism and kidnapping, field-type training was conducted, including practical exercises on how to respond when encountering explosions and shootings and in the event of a terrorist attack, as well as first aid methods.
- As this year marks milestones since two major terrorist incidents occurred, it is expected that the new promotional videos and the training will serve as an opportunity to return once again to the very fundamentals of safety measures.

An initiative under which PR-related activities to promote overseas safety measures, including registration on Tabi-Regi and submission of Overseas Residential Registration, are entrusted from July 15, 2026 to March 31, 2027.
(Reference2) Public-Private Joint Practical Training for Counter-Terrorism and Anti-Kidnapping Measures
- This training is designed for Ministry of Foreign Affairs personnel and representatives of Japanese companies and organizations to jointly participate in training conducted by a crisis management company, with the aim of strengthening public-private cooperation in emergency situations. Overseas training sessions have been conducted since 2014. In response to the lessons learned from the terrorist attack in Dhaka in July 2016, domestic training sessions have also been conducted since 2018, targeting mainly small and medium-sized enterprises.
- A total of four sessions are scheduled to be held in FY2026.
- The public-Private Joint Practical Training for Counter-Terrorism and Anti-Kidnapping Measures are scheduled as follows: the second on November 18, 2026, in Tokyo; the third in December 2026 in Osaka Prefecture; and the fourth in February 2027 in Tokyo.
