On September 8, State Minister HORII visited facilities in Georgetown, including important infrastructure, and visited the Volunteer Youth Corps’ youth support facility, which was expanded through Japan’s Grant Assistance for Grassroots Human Security Projects (GGP), receiving welcome from children studying at the facility. On the same day, he met with representatives of Japanese companies operating in Guyana and exchanged views on their activities, among other matters.

• (1) On September 9, State Minister HORII held a meeting with Hon. Dr. Ashni Singh, Senior Minister in the Office of the President with responsibility for Finance. State Minister HORII stated that, looking ahead to the 60th anniversary of the establishment of diplomatic relations between Japan and Guyana in 2027, Japan seeks to fundamentally strengthen its bilateral relations with Guyana. He also noted that, under the updated Free and Open Indo-Pacific (FOIP), Japan would like to work with Guyana to further tighten economic ties, starting with the energy sector. In response, Senior Minister Singh expressed strong expectations for strengthening relations with Japan, including further investment by Japanese companies across various sectors.

• (2) On the same day, State Minister HORII held a meeting with Hon. Vickram Outar Bharrat, Minister of Natural Resources. They exchanged the views on Guyana’s development potential across various industrial sectors, including energy, minerals, agriculture, and manufacturing. State Minister HORII requested support for Japanese companies operating in Guyana, particularly in the energy sector, and both sides affirmed that, with a view to further entries by Japanese firms, they would work to further intensify bilateral dialogue and exchanges across a broad range of fields, including energy.

• (3) On the same day, State Minister HORII held a meeting with Mr. Robert Montgomery Persaud, Foreign Secretary, Ministry of Foreign Affairs and International Cooperation. State Minister HORII stated that, looking ahead to the 60th anniversary of the establishment of diplomatic relations between Japan and Guyana in 2027, Japan seeks to fundamentally strengthen bilateral relations. Foreign Secretary Persaud expressed gratitude for Japan’s longstanding support, including in the field of disaster prevention, and both Japan and Guyana agreed to continue advancing concrete cooperation between the two countries and to enhance exchanges. State Minister HORII outlined the updated FOIP, and the two sides agreed that, as like-minded countries sharing values and principles, they would continue to work together to address major challenges facing the international community, including United Nations Security Council reform and climate change.

On September 9, State Minister HORII visited the Caribbean Community (CARICOM) Secretariat in Georgetown, the capital of Guyana, and viewed solar power generation facilities provided through Japan’s Official Development Assistance (ODA). He then exchanged views with Dr. Carla Natalie Barnett, Secretary-General of the CARICOM, and confirmed that, under the updated FOIP, they would further strengthen collaboration with CARICOM member states that share values and principles, in order to address challenges facing the international community and to maintain and reinforce a free and open international order.
