The Fourth Meeting of the Expert Panel on the Implementation Framework for Strategic Development Cooperation (Summary)

On June 24, the fourth meeting of the "Expert Panel on the Implementation Framework for Strategic Development Cooperation" was held at the Ministry of Foreign Affairs.

  1. At the outset of the meeting, Professor Emeritus AGATA Koichiro of Waseda University, Chair of the Panel, noted that the Panel had entered its final stage. He expressed his hope to further deepen discussions with a view toward compiling the Panel’s recommendations.
  2. This was followed by a presentation from a panel member on experiences with organizational reform at the Asian Development Bank (ADB). In addition, the Ministry of Foreign Affairs–Japan International Cooperation Agency (JICA) Joint Working Group, established under the Panel, reported on the results of its review of ways to achieve more efficient and effective coordination between development cooperation policy and project implementation, drawing on-the-ground perspectives. Subsequently, panel members engaged in an active exchange of views on the draft elements of the recommendations that the Panel plans to compile.
  3. At the next meeting, the Panel will continue discussions with a focus on the content of the recommendations and proceed with its deliberations with the aim of submitting the recommendations to Foreign Minister MOTEGI later this summer.
