The Third Meeting of the Expert Panel on the Implementation Framework for Strategic Development Cooperation (Summary)

On May 20, the third meeting of the "Expert Panel on the Implementation Framework for Strategic Development Cooperation" was held at the Ministry of Foreign Affairs.
- At the outset of the meeting, Professor AGATA Koichiro of Waseda University, Chair of the Panel, stated that, amid rapidly changing international circumstances and development needs, he hoped to continue deepening discussions on the appropriate implementation framework and organizational management for carrying out development cooperation in a more agile manner in coordination with foreign policy.
- This was followed by external hearings from the National Institute of Advanced Industrial Science and Technology and the Information-technology Promotion Agency on their initiatives for management reform and strengthening organizational management systems at public institutions. In addition, a panel member gave a presentation on implementation frameworks for development cooperation capable of responding to a rapidly changing external environment, including from the perspectives of organizational management, governance, and human resources.
- Subsequently, the panel members engaged in active discussions on such issues as organizational management and decision-making mechanisms capable of responding swiftly to change, the development of human resources and enhancement of expertise, and the importance of functions that enable strategic resource allocation aligned with policy objectives.
- The Panel will continue discussions on individual issues and further deepen its deliberations with a view to submitting its recommendations to Minister MOTEGI later this summer.
