Deposit of the Instruments of Ratification of the Protocols Relating to an Amendment of the Convention on International Civil Aviation [Article 50(a), Article 56]

- On July 11 (July 10 local time), Japan deposited its instruments of ratification of the following Protocols with the International Civil Aviation Organization (ICAO) in Montréal, Canada:
- Protocol Relating to an Amendment to Article 50 (a) of the Convention on International Civil Aviation Signed at Montréal on 6 October 2016
- Protocol Relating to an Amendment to Article 56 of the Convention on International Civil Aviation Signed at Montréal on 6 October 2016
- These Protocols entered into force for Japan on July 10, 2026, the same day they are deposited.
- Japan will continue to make proactive contributions, in collaboration with the ICAO, to a safe and sustainable development of international civil aviation.
(Reference) Overview of the Protocols
- The Protocols listed in 1 (1) and (2) were adopted at the 39th Session of the ICAO Assembly held in Montréal, Canada from September 27 to October 7, 2016.
- The Protocol listed in 1 (1) amends Article 50 (a) of the Convention on International Civil Aviation to increase the size of the ICAO Council from thirty-six members to forty, and the Protocol listed in 1 (2) amends Article 56 of the said Convention to increase the membership of the Air Navigation Commission from nineteen members to twenty-one.
- The National Diet of Japan approved the conclusion of these Protocols on May 29, 2026.
