Deposit of the Instruments of Ratification of the Protocols Relating to an Amendment of the Convention on International Civil Aviation [Article 50(a), Article 56]

  1. On July 11 (July 10 local time), Japan deposited its instruments of ratification of the following Protocols with the International Civil Aviation Organization (ICAO) in Montréal, Canada:
    1. Protocol Relating to an Amendment to Article 50 (a) of the Convention on International Civil Aviation Signed at Montréal on 6 October 2016  
    2. Protocol Relating to an Amendment to Article 56 of the Convention on International Civil Aviation Signed at Montréal on 6 October 2016
  2. These Protocols entered into force for Japan on July 10, 2026, the same day they are deposited.
  3. Japan will continue to make proactive contributions, in collaboration with the ICAO, to a safe and sustainable development of international civil aviation.

(Reference) Overview of the Protocols

  1. The Protocols listed in 1 (1) and (2) were adopted at the 39th Session of the ICAO Assembly held in Montréal, Canada from September 27 to October 7, 2016.  
  2. The Protocol listed in 1 (1) amends Article 50 (a) of the Convention on International Civil Aviation to increase the size of the ICAO Council from thirty-six members to forty, and the Protocol listed in 1 (2) amends Article 56 of the said Convention to increase the membership of the Air Navigation Commission from nineteen members to twenty-one.  
  3. The National Diet of Japan approved the conclusion of these Protocols on May 29, 2026.
