Parliamentary Vice-Minister for Foreign Affairs ONISHI’s attendance at the Global Dialogue on AI Governance

From July 6 to 7, Mr. ONISHI Yohei, Parliamentary Vice-Minister for Foreign Affairs, attended the Global Dialogue on AI Governance held in Geneva, Switzerland, representing the Government of Japan. During his visit, he also held meetings with representatives from other participating countries.

1. Global Dialogue on AI Governance

  1. This Dialogue marked the first meeting to discuss AI governance under the auspices of the United Nations (UN). It provided an opportunity to advance international cooperation toward achieving the goal of the international community to “maximize the utilization of AI while reducing its risks.” With high-level participation from governments worldwide, discussions were held on the following themes: (i) AI opportunities and implications; (ii) Bridging AI divides; (iii) Safe, secure and trustworthy AI; and (iv) Respecting, protecting, and promoting human rights.

On the occasion of the high-level intergovernmental segment, Parliamentary Vice-Minister ONISHI delivered a statement on Japan’s position that building a safe, secure, and “trustworthy AI” ecosystem is necessary to promote innovation while addressing security risks that are becoming increasingly complex and serious with the emergence of frontier AI. He further emphasized that Japan has led international discussions by launching the Hiroshima AI Process and formulating the first international norms concerning advanced AI systems, including generative AI. In addition, Parliamentary Vice-Minister ONISHI conveyed Japan’s intention to continue to co-create AI ecosystems tailored to the unique circumstances of each country and region, in cooperation with partners, including those in the Global South, and with multi-stakeholders. He also announced that Japan would host an AI Summit in Japan at the earliest opportunity.
  3. The outcomes of the Dialogue are expected to serve as valuable input for the Global Digital Compact High-level Review Meeting, scheduled to be held from autumn 2027 onward.

2. Meetings with Representatives from Participating Countries

Parliamentary Vice-Minister ONISHI held meetings with representatives from other countries including H.E. Mr. Omar bin Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications of the United Arab Emirates; H.E. Mr. Óscar López Águeda, Minister for Digital Transformation and Civil Service of Spain; the Rt Hon Seema Malhotra MP, Parliamentary Under-Secretary of State (Minister for Equalities) and Parliamentary Under-Secretary of State (Indo-Pacific), Foreign, Commonwealth and Development Office of the United Kingdom of Great Britain and Northern Ireland; Mr. Mark Schaan, Associate Deputy Minister, Innovation, Science and Economic Development Canada; H.E. Ms. Jessica Hunter, Ambassador for Cyber Affairs and Critical Technology of Australia; and H.E. Mr. Willemijn Aerdts, Minister for the Digital Economy and Sovereignty of the Netherlands, during which he exchanged views on cooperation under the updated “Free and Open Indo-Pacific (FOIP),” the promotion of bilateral science and technology cooperation, cooperation toward hosting an AI Summit in Japan, and addressing the risks posed by frontier AI.

A platform whose establishment was agreed upon at the UN in September 2024, with the objectives of sharing best practices and lessons learned toward international cooperation, and promoting transparent and inclusive discussions on AI governance. This meeting was the first occasion to discuss AI governance at the UN.
