The 11th Japan-U.S. Cyber Dialogue
The Government of Japan and the Government of the United States held the 11th meeting of Japan-U.S. Cyber Dialogue in Washington, D.C. on June 30 and July 1, 2026. Mr. MIYAKE Fumito, Japan’s Ambassador in charge of Cyber Policy and Deputy Director-General of the Foreign Policy Bureau, the Ministry of Foreign Affairs and Mr. SAITA Yukio, Global Strategy Lead, Deputy Director-General of Global Strategy Unit, the National Cybersecurity Office co-chaired for Japan, while Mr. Lloyd FREEMAN, Deputy Assistant Secretary, Bureau of Emerging Threats, Department of State and Mr. Dan CINTRON, Deputy Assistant Secretary, Bureau of East Asian and Pacific Affairs, Department of State co-chaired for the United States. The text of the following statement was released by the Governments of Japan and the United States of America on the occasion of the 11th Japan-U.S. Cyber Dialogue.
- The Government of Japan and the Government of the United States held the 11th meeting of Japan-U.S. Cyber Dialogue in Washington, D.C. on June 30 and July 1, 2026. The Department of State Bureau of Emerging Threats and the Bureau of East Asian and Pacific Affairs co-chaired for the United States, and the Ministry of Foreign Affairs and the National Cybersecurity Office co-chaired for Japan. Representatives from the Government of Japan included the National Police Agency, the Ministry of Internal Affairs and Communications, the Public Security Intelligence Agency and the Ministry of Economy, Trade and Industry, and the Ministry of Defense. The U.S. delegation included participants from the White House National Security Council staff, the Office of the National Cyber Director, the Office of the Director of National Intelligence, the Department of War, Department of Justice, the Federal Bureau of Investigation, the Department of Homeland Security, the Cybersecurity and Infrastructure Security Agency, the National Institute of Standards and Technology, and the Federal Communications Commission.
- Japan and the United States reaffirmed their shared commitment to addressing threats in cyberspace directly. Both sides deepened bilateral security cooperation in cyberspace and the enduring strength of Japan-U.S. Alliance by committing to:
• Leverage new technologies such as artificial intelligence (AI) and advance secure and sovereign cloud infrastructure built on trusted technology to deepen information-sharing and interoperability;
• Exchange cyber threat information and assessments of sophisticated state and non-state cyber actors, including threats to critical infrastructure and the growing role of AI, to counter malicious cyber activities;
• Align international cyber policies and share respective national cyber strategies;
• Combat cybercrime and scam centers in the Indo-Pacific region through law enforcement action, international diplomacy, and coordinated engagement with the private sector as appropriate;
• Coordinate technical assistance for cyber resilience and defense in third countries across the Indo-Pacific region;
• Collaborate to accelerate Post Quantum Cryptography (PQC) adoption domestically.
- Japan and the United States committed to continued close coordination on cyber policy, operations, technical assistance, and working with the private sector, and will hold follow-on consultations to advance the priorities identified during the 11th U.S.-Japan Cyber Dialogue.
