On June 19, the 1st Japan-France High-Level Dialogue on AI was held in Paris, France, co-chaired by Mr. AKAHORI Takeshi, Senior Deputy Minister for Foreign Affairs, and Mr. David BERTOLOTTI, Deputy Secretary General of the Ministry for Europe and Foreign Affairs of France, also joined by the relevant ministries and agencies* of both countries. The dialogue was structured in two parts: Intergovernmental Session and Public-Private Session. AI-related companies from both countries also participated in the Public-Private Session.

1. Intergovernmental Session

In the Intergovernmental Session, discussions were held on the future direction of their efforts regarding strengthening their national AI capabilities, cooperation in the AI field with the Global South, and deployment of AI in dual-use and security sectors.

  1. ‎At the outset, Senior Deputy Minister AKAHORI welcomed the holding of the first Japan-France High-Level Dialogue on AI, recalling that at the Japan-France Summit Meeting in April this year at very early timing, the two leaders concurred to launch the Dialogue to promote concrete cooperation in the field of AI.
  2. ‎Senior Deputy Minister AKAHORI emphasized that Japan and France are "Exceptional Partners" sharing values and principles, and that both countries need to further strengthen their national AI capabilities, deepen cooperation in advanced technologies including dual-use, and enhance collaboration between innovation ecosystems.
  3. ‎Both sides introduced the overview of the present status of AI development and deployment, as well as their respective foreign policy on AI in light of the current geopolitical situation and exchanged their views. In this context, they also discussed the importance of ensuring the national capabilities to continue operating AI by themselves, initiatives for co-creating "safe, secure, and trustworthy AI" ecosystems in the Global South, and cooperation towards hosting the AI Summit in Japan.
  4. ‎Based on the discussions, both sides concurred to continue discussions under this High-Level Dialogue to promote cooperation and collaboration in various fields.

2. Public-Private Session

After the Intergovernmental Session, a Public-Private Session was held with the participation of AI-related companies from Japan and France, in addition to the relevant ministries and agencies of both countries.

Participating companies from Japan (in alphabetical order): Asilla, Mitsubishi Corporation, Preferred Networks, Sakana AI, SoftBank Group Corp.
Participating companies from France (in alphabetical order): ATOS, Current AI, Gobano Robotics, Harmattan AI, Scaleway

  1. At the outset, Senior Deputy Minister AKAHORI outlined the discussions held in the Intergovernmental Session. He expressed his expectation for diverse insights from participating companies representing Japan and France in this Session, and for active discussions, primarily focusing on the enhancement of AI capabilities.
  2. In this Session, companies from both sides introduced their initiatives to strengthen national AI capabilities and their policies on AI cooperation in the Global South. They exchanged views on the importance of strengthening innovation ecosystems through enhanced industry-academia-government collaboration between the two countries. Furthermore, they engaged in constructive discussions on concrete and practical collaborations possibilities.

On the occasion of the Japan-France summit in April 2026, the “Japan-France Joint Statement on Cooperation in the field of AI” was issued, in which the two sides concurred to establish the Japan-France High-Level Dialogue on AI to deepen concrete cooperation.
