Japan-Azerbaijan Foreign Ministers’ Meeting

On June 10, commencing at 6:15 p.m., Mr. MOTEGI Toshimitsu, Minister for Foreign Affairs of Japan, held a meeting and a working dinner with H.E. Mr. Jeyhun Bayramov, Minister of Foreign Affairs of Azerbaijan, who is visiting Japan, for 80 minutes. Following the meeting, the two foreign ministers issued a Joint Press Release.
- At the outset, Minister MOTEGI welcomed Minister Bayramov’s visit to Japan, and stated that he wished to further deepen Japan-Azerbaijan relations, which will mark the 35th anniversary of the establishment of diplomatic relations next year. Minister MOTEGI expressed his gratitude for Azerbaijan’s support in the evacuation of Japanese nationals from Iran in the wake of the deteriorating situation in the Middle East and requested continued cooperation. In response, Foreign Minister Bayramov expressed his expectation for strengthening relations with Japan, and affirmed that Azerbaijan would spare no effort in cooperating on the protection of Japanese nationals.
- Minister MOTEGI wishes to further strengthen cooperation in the energy area, including crude oil supply, given the impact of the current situation in the Middle East, and two ministers concurred on further strengthening energy security cooperation. The two ministers also concurred on further strengthening cooperation between their two countries such as the economy, decarbonization, strengthening connectivity through support for the development of the "Trans-Caspian International Transport Route", and cooperation for progress in investment agreement negotiations. Furthermore, Foreign Minister Bayramov expressed his appreciation for Japan's past Official Development Assistance (ODA).
- In addition, Minister MOTEGI explained updated “Free and Open Indo-Pacific (FOIP)” concept. Furthermore, the two ministers exchanged views on a range of regional issues, including the Indo-Pacific situation, such as responses to North Korea concerning its nuclear and missile programs and the abduction issue, the situation in the Middle East and Ukraine, and on cooperation in international fora. The two ministers confirmed to continue to coordinate closely.
- Foreign Minister Bayramov provided an explanation of the situation in the Caucasus, including Azerbaijan’s diplomatic efforts toward peace with Armenia. In response, Minister MOTEGI expressed his respect for the continued efforts of Azerbaijan and Armenia to overcome conflict and bring lasting peace and prosperity to the region, and stated that Japan also wished to support building mutual trust in the region.
