Ambassador for Mekong Cooperation HAYASHI’s Visit to Cambodia and Thailand (Result)

From May 31 to June 2, Mr. HAYASHI Teiji, Ambassador for Mekong Cooperation, visited Cambodia and Thailand, as a part of Japan’s efforts to support easing tensions between Cambodia and Thailand.

  1. Consultations with Cambodia on June 1 and Thailand on June 2
    In Cambodia, Ambassador HAYASHI held meetings with Lieutenant General Rath Dararoth, Secretary of State, Ministry of National Defence, and H.E. Mrs. Eat Sophea, Permanent Secretary of State, Ministry of Foreign Affairs and International Cooperation. In Thailand, he held a meeting with Mrs. Sirilak Niyom, Deputy Permanent Secretary for Foreign Affairs, Ministry of Foreign Affairs.
    During the meetings, Ambassador HAYASHI conveyed that Japan welcomed recent bilateral dialogue aimed at easing tensions, and stated that the sound relations between Cambodia and Thailand is the foundation for the stability and development of the entire Mekong region, while urging once again for the steady implementation of the ceasefire agreement, maximum restraint and a peaceful dialogue, toward normalizing the relationship between the two countries. Furthermore, Ambassador HAYASHI also agreed with senior officials of both countries to further strengthen coordination between Japan and respective government toward de-escalation of tensions.
  2. Participation in the Phnom Penh Strategic Dialogue on June 1
    Ambassador HAYASHI participated in the "The Phnom Penh Strategic Dialogue: ASEAN and Regional Order in an Age of Strategic Fragmentation" co-hosted by the Cambodian Institute for Cooperation and Peace (CICP) and the Konrad Adenauer Foundation (KAS), and also served as a panelist, alongside participants from Cambodia and Thailand, on the "Border Tensions and Crisis Management in Mainland Southeast Asia: The Cambodia–Thailand Conflict" session. Ambassador HAYASHI explained the importance of regional cooperation and Japan's efforts, while emphasizing the significance of dialogue across various tracks, in light of the strategic environment facing the Mekong region.

(Reference) Japan's Support for De-escalation of Tensions in the Cambodia-Thailand Border Areas

As a part of efforts to ease tensions, Japan has been providing humanitarian assistance to the citizens of both countries in the border areas affected by the conflict, as well as support for the reconstruction of basic infrastructure and for improving livelihoods of displaced persons and returning migrant workers since August 2025. More recently, Japan has been supporting employment promotion and self-reliance of local communities through international organizations. In addition, Japan has provided equipment for ceasefire monitoring to support the activities of ASEAN Observer Team through Official Security Assistance (OSA) framework. Japan has also been supporting measures against transnational organized crime in the Mekong region, which will contribute to stability in the border areas.
