1st Japan-India AI Strategic Dialogue
On April 21 and 22, the 1st Japan-India AI Strategic Dialogue was held in Mumbai and Bengaluru, India. The Dialogue was co-chaired by Mr. Takahiro HANADA, Deputy Assistant Minister of the Economic Bureau of the Ministry of Foreign Affairs of Japan, and Mr. Amit A SHUKLA, Joint Secretary, Cyber Diplomacy, e-Governance & Information Technology of the Ministry of External Affairs of India.
1. Japan-India AI Strategic Dialogue
On April 21, from 12:30 PM (local time 9:00 AM), the first meeting of the Japan-India AI Strategic Dialogue was held in Mumbai, with the participation from relevant ministries and agencies.
- At the outset, Deputy Assistant Minister Hanada welcomed India hosting the first meeting of the Japan-India AI Strategic Dialogue, highlighting that this Dialogue was concurred to establish during the Japan-India Foreign Ministers’ Strategic Dialogue in January this year to promote concrete cooperation in the AI field under the Japan-India AI Cooperation Initiative (JAI).
- Deputy Assistant Minister Hanada also emphasized that amid intensifying international competition in the field of advanced technologies including AI, the importance of cooperation with India, a key Global South partner, is increasing, and expressed Japan’s willingness to further strengthen the cooperative relationship to co-create a “safe, secure, and trustworthy AI” ecosystem.
- Both sides introduced their respective foreign policy on AI in light of the current geopolitical situation and exchanged their views. In this context, they also discussed cooperation in international forums such as the United Nations and AI Summits, as well as AI cooperation in third countries.
- Regarding bilateral cooperation, specific cooperative projects among related ministries were introduced in areas such as co-creation of AI solutions in the industrial domain, AI talent mobility, and AI governance. They also discussed the direction of further cooperation between the two countries.
- Both sides recognized that the importance of Japan-India relations in the AI field is increasing even more in the current strategic environment. Based on the discussions held, they concurred to continue discussion under this strategic dialogue to advance collaboration and cooperation in various fields.
2. Networking Session with AI-related Private Companies
On April 22, from 01:30 PM (local time 10:00 AM), as part of the Japan-India AI Strategic Dialogue, a networking session with AI-related private companies of both countries was held in Bengaluru.
Participating companies from Japan (in alphabetical order): Aeterlink, EdgeCortix, Fujitsu Research of India Pvt. Ltd.,HIGHRESO, I'mbesideyou, ONESTRUCTION, Tier IV, and others.
Participating companies from India (in alphabetical order): BharatGen, Sarvam which are developing domestic LLMs (Large Language Models), and others.
- At the networking session, the participating AI-related private companies introduced the devepolment of LLM(Large Language Model) ,their use cases of AI-enabled solutions to address social challenges and business. They engaged in constructive discussions on concrete and practical collaboration possibilities.
- On this occasion, ONESTRUCTION, a Japanese start-up specializing in construction data and AI solutions, signed a Memorandum of Understanding (MOU) with DataKaveri Systems Private Limited, the operator of the India Urban Data Exchange (IUDX).

The Japan-India AI Strategic Dialogue was concurred to establish at the 18th Japan-India Foreign Ministers’ Strategic Dialogue held during Foreign Minister Motegi’s visit to India in January 2026, with a view to promoting concrete cooperation in the field of AI under the Japan-India AI Cooperation Initiative (JAI).
