The 1st Meeting of the Expert Panel on Strategic Development Cooperation Implementation System (Summary)

On March 16, the 1st meeting of the Expert Panel on the Expert Panel on Strategic Development Cooperation Implementation System was held at the Ministry of Foreign Affairs, attended by Foreign Minister MOTEGI Toshimitsu.

  1. This Expert Panel was established to strengthen the implementation system for development cooperation in light of changes in the international environment surrounding development cooperation and the expanding scope of JICA’s (Japan International Cooperation Agency) operations.
  2. At the outset of the meeting, Minister MOTEGI pointed out that the world is currently undergoing significant structural changes due to shifts in the balance of power and the intensification of conflicts and confrontations. He stated that the strategic significance of ODA (Official Development Assistance) in diplomacy is increasing more than ever. He also noted that the environment surrounding development cooperation is undergoing major changes, making it important to strengthen the implementation system to utilize ODA more strategically and effectively, and to address critical issues such as economic security. He also emphasized that JICA is required to develop a more agile implementation system that can operate in coordination with diplomatic policy and provide “Japan’s distinctive, visible development cooperation.” He then requested the Expert Panel to engage in active discussions and provide meaningful proposals.
  3. Professor AGATA Koichiro of Waseda University, Chair of the Panel, remarked that the role of ODA, which is central to Japan’s diplomatic policy, and of JICA, as its key implementing agency, is increasing. He expressed his recognition of the importance of the panel’s mission and stated that, under Minister MOTEGI’s guidance, the members would engage in thorough deliberations. Following this, the members engaged in active and broad discussions concerning the challenges surrounding ODA and perspectives necessary for strengthening the implementation system.
  4. In future meetings, the panel will discuss specific issues and aim to submit recommendations to Minister MOTEGI around summer this year, continuing intensive discussions.
