FY2025 First Public-Private Joint Practical Training for Counter-Terrorism and Anti-Kidnapping Measures (Domestic)

Lecture on Counter-Terrorism and Anti-Kidnapping Measures

On January 29, the Ministry of Foreign Affairs of Japan (MOFA), with the cooperation of a crisis management company, conducted the FY2025 First Public-Private Joint Practical Training for Counter-Terrorism and Anti-Kidnapping Measures (Domestic).

  1. While the number of Japanese overseas travelers is recovering, terrorist attacks, kidnappings, and other incidents continue to occur around the world, and incidents involving Japanese nationals have also occurred. Therefore, this training was conducted as part of efforts to enhance the awareness of safety measures and response capabilities of Japanese companies and organizations overseas, and to strengthen public-private cooperation in emergency situations.
  2. Approximately 80 people, mainly from Japanese companies, joined by MOFA personnel, participated in this training. In addition to lectures provided by the crisis management company on how to respond to terrorism (explosions, shootings, knife attacks) and kidnapping, training was conducted on safe postures when encountering explosions and shootings, demonstrations and practical exercises on kidnapping and knife attacks, as well as first aid methods, and other training.
  3. The overseas operations of companies are founded on safety measures. MOFA considers it important to support the overseas expansion of Japanese companies in safety aspects as well.
    It is expected that this training will serve as an opportunity to further strengthen the safety awareness and crisis management systems of Japanese companies and organizations overseas.

  • This training is designed for Ministry of Foreign Affairs personnel and representatives of Japanese companies and organizations to jointly participate in training conducted by a crisis management company, with the aim of strengthening public-private cooperation in emergency situations. Overseas training sessions have been conducted since 2014. In response to the lessons learned from the terrorist attack in Dhaka in July 2016, domestic training sessions have also been conducted since 2018, targeting mainly small and medium-sized enterprises.
  • FY2025 Second Public-Private Joint Practical Training for Counter-Terrorism and Anti-Kidnapping Measures (Domestic) is scheduled to be held in Osaka Prefecture on February 12, 2026.
