Revision of Japan’s National Action Plan on Business and Human Rights

December 24, 2025

On December 24, with the aim of more effectively promoting respect for human rights in the context of business activities, the Inter-Ministerial Committee on Policy Promotion for the Implementation of Japan’s National Action Plan (NAP) on Business and Human Rights revised the NAP.

  1. The revised NAP outlines the Government’s future policy direction and measures related to business and human rights across eight priority areas. It also sets out expectations for business enterprises to promote the introduction of human rights due diligence, which consists of a series of actions including identifying, evaluating, preventing, mitigating and addressing adverse impacts on human rights arising from their business activities.
  2. The Government of Japan will continue to ensure the policy consistency among the relevant ministries and agencies with regard to business and human rights through the implementation and promotion of the revised NAP. The Government will promote responsible business conduct, thereby contributing to the promotion and protection of human rights across society as a whole, including within the international community. Furthermore, the Government will enhance company value and international competitiveness of Japanese companies and contribute to the achievement of the Sustainable Development Goals.
