The 1st Japan-Viet Nam Foreign and Defence Vice-Ministerial Consultation (2+2)

On December 4, the 1st Japan-Viet Nam Foreign and Defence Vice-Ministerial Consultation (2+2) was held in Tokyo. This consultation was established following agreement reached at the Japan-Vietnam summit meeting in April this year to strengthen strategic communication between the two countries.
- Mr. NAMAZU Hiroyuki, Senior Deputy Minister for Foreign Affairs of Japan (MOFA), and Mr. KANO Koji, Vice-Minister of Defense for International Affairs (MOD), with the participation of officials from MOFA and MOD on the Japan side, as well as H.E Mr. Nguyen Minh Vu Permanent Deputy Minister of Foreign Affairs of the Socialist Republic of Viet Nam and H.E Mr. Hoang Xuan Chien, Senior Lieutenant General, Deputy Minister of National Defence of the Socialist Republic of Viet Nam with the participation of officials from Minister of Foreign Affairs, Minister of National Defence and Ministry of Public Security on the Viet Nam side, attended the consultation.
- Both sides confirmed their commitment to concretizing advancing cooperation in security under the “Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World,” and discussed matters including personnel exchanges, humanitarian assistance and disaster relief activities, OSA (Official Security Assistance) and defense equipment and technology cooperation.
- Both sides held extensive discussions on their respective foreign and security policies, regional situations including the East China Sea, South China Sea, and North Korea, including the nuclear and missile issues as well as the abductions issue. Furthermore, both sides confirmed the importance of realizing a “Free and Open Indo-Pacific” based on the rule of law, in coordination with the ASEAN Outlook on the Indo-Pacific (AOIP), amid a regional security environment growing increasingly severe and complex.
