Exchange of Notes concerning Grant Aid to Ukraine “The Programme for Emergency Response on Humanitarian Mine Action and UXO Clearance”

On December 2, 2025, H.E. Mr. NAKAGOME Masashi, Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine and Ihor KLYMENKO, Minister of Internal Affairs of Ukraine signed and exchanged notes for the Grant Aid “The Programme for Emergency Response on Humanitarian Mine Action and UXO Clearance” (grant amount: 4 billion yen) in Ukraine.

  1. This cooperation aims to facilitate Ukraine's early recovery from war damage, including landmine contamination, by providing equipment and materials for landmine and unexploded ordnance clearance, medical treatment, and care for victims of explosive devices, and risk avoidance education activities, utilizing Japanese technology. This will thereby contribute to the rapid recovery and reconstruction of Ukraine.
  2. Japan announced the “Ukraine Mine Action Support Initiative” at the Ukraine Mine Action Conference (UMAC 2025) held in Tokyo this October, and this cooperation embodies that initiative.
