Japan-Libya Foreign Ministers’ Meeting

On August 21, commencing at 2:00 p.m. for approximately 25 minutes, Mr. IWAYA Takeshi, Minister for Foreign Affairs of Japan, held a Foreign Ministers’ meeting with H.E. Mr. El-Taher EL-BAOUR, Acting Minister of Foreign Affairs and International Cooperation of the State of Libya, who is visiting Japan to attend the Ninth Tokyo International Conference on African Development (TICAD 9), in Yokohama. The summary of the meeting is as follows:

  1. At the outset, Minister IWAYA welcomed this third visit by Minister El-Baour, following two visits last year and the recent increase in high-level visits between the two countries. In response, Acting Minister El-Baour stated his intention to further strengthen bilateral relations.
  2. Minister IWAYA noted that stability is vital for the development of economic relations, including Japanese companies’ engagement in Libya, and expressed his expectation for Libya’s continued efforts towards stabilizing the security situation. The two sides concurred to cooperate in promoting a Libyan-led political process. Furthermore, Minister IWAYA explained Japan’s cooperation in the field of human resource development, including the acceptance of Libyan students, and expressed his intention to continue collaboration in the field of peacebuilding.
  3. The two sides also confirmed to continue to work together to respond to various regional and international challenges, including their policies towards North Korea including on the nuclear and missile issues and the abductions issue, situations in the Middle East, the United Nations Security Council reform, and climate change.
