On July 3rd, Mr. FUJII Hisayuki, State Minister for Foreign Affairs, attended a symposium titled "A Decade of Partnership - Japan's Capacity Building Initiatives for UN Peace Operations". The symposium was organized by the Sasakawa Peace Foundation, inviting Mr. Atul Khare, Under-Secretary-General for Operational Support of the United Nations, who is visiting Japan. State Minister FUJII delivered a special address on behalf of the Japanese government. The overview is as follows.

  1. This symposium was held on the occasion of the 10th anniversary of the United Nations Triangle Partnership Programme (TPP). The participants reviewed Japan's contribution to international peace cooperation and discussed future challenges for UN peacekeeping operations and Japan's future cooperation.
  2. State Minister FUJII stated that while UN peacekeeping operations are an important policy tool for maintaining international peace and security, the environment surrounding UN Peacekeeping is becoming increasingly complex and the required capabilities of peacekeepers are also changing, due to such factors as intensifying geopolitical competition and the rise of new threats utilizing technologies like drones and AI. He also stated that UN Member States should consider how to politically support Peacekeeping and what the future of Peacekeeping should be.
  3. State Minister FUJII also stated that the TPP embodies international partnerships through the cooperation of diverse stakeholders. He expressed pleasure that, at the Peacekeeping Ministerial, 17 countries, including Japan, explicitly pledged their support for the TPP, resulting in the TPP's growth into a large training framework with many supporting countries.
  4. Furthermore, State Minister FUJII stated that the TPP, which can flexibly respond to the needs on the ground where peacekeeping missions are deployed, and contribute to improving the effectiveness of missions and the safety and security of peacekeepers, is a key initiative in considering the future of Peacekeeping. He emphasized that Japan would continue its efforts to improve the efficiency and effectiveness of UN Peacekeeping.

A framework for capacity-building on UN peacekeepers through the cooperation among the United Nations, Supporting Member States, and Troop Contributing Countries. Since former Prime Minister ABE announced our support for the rapid deployment of Peacekeeping operations at the first Leader’s Summit on Peacekeeping held at the UN headquarters in 2024, which triggered the launch of the TPP, Japan has been leading TPP by dispatching instructors for engineering and medical training.
