Attendance of State Minister for Foreign Affairs FUJII to the United Nations Peacekeeping Ministerial

From May 12 to 15, Mr. FUJII Hisayuki, State Minister for Foreign Affairs, visited Berlin in Germany to attend the United Nations Peacekeeping Ministerial. The overview of the meeting is as follows.

1. Overview of the UN Peacekeeping Ministerial

  1. The Ministerial was co-hosted by H.E. Dr. Johann Wadephul, Minister for Foreign Affairs of the Federal Republic of Germany and H.E. Mr. Boris Pistorius, Minister of Defence of the Federal Republic of Germany. The Ministers from UN Member States and relevant stakeholders from international organizations attended the Ministerial, in which H.E. Mr. António Manuel de Oliveira Guterres, Secretary-General of the United Nations, delivered a keynote speech.
  2. During the meeting from 13 to 14th, high-level political discussions were held on measures needed to make Peacekeeping more effective and reforms to strengthen Peacekeeping. Thematic panel discussions were also held on strengthening partnerships, personnel safety and security, integration with peacebuilding, and other issues.
  3. During the pledging session on 14th, State Minister FUJII stated that Japan would promote training and capacity-building under the United Nations Triangular Partnership Programme (TPP) framework by dispatching instructors and introducing new training programs; that Japan would contribute to international dialogue strengthening Peacekeeping by sharing its knowledge and expertise as one of the co-hosts of the UN Peacekeeping Ministerial; that Japan, as Vice-Chair of the Peacebuilding Commission (PBC), would promote a holistic approach to "Sustaining Peace" by strengthening the role of the Commission. State Minister FUJII further mentioned that Japan has fulfilled its obligations as the third largest financial contributor to the Peacekeeping and will continue to make efforts to make Peacekeeping more efficient and effective.

2. Meetings with various countries and international organizations

  • (1) Meeting with Ms. Güler, Minister of State at the Federal Foreign Office of the Federal Republic of Germany

On May 14, State Minister FUJII met with Ms. Serap Güler, Minister of State at the Federal Foreign Office of the Federal Republic of Germany. Mr. FUJII congratulated Ms. Güler on her appointment as Minister of State and expressed his will to work closely with her to further strengthen Japan-Germany relations. They exchanged views on bilateral relations and regional developments.

  • (2) Meeting with Mr. Lacroix, Under-Secretary-General for Peace Operations, the United Nations

On 14th, Mr. FUJII met with Mr. Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations, the United Nations. They exchanged views on the outcomes of the Ministerial process and the future of Peacekeeping.

  • (3) Meeting with Mr. Khale, Under-Secretary-General for Operational Support, the United Nations

On 13th, Mr. FUJII held a meeting with Mr. Atul Khare, Under-Secretary-General for Operational Support, the United Nations. They exchanged views on contributions to the Peacekeeping through the TPP.

(Reference2) The UN Peacekeeping Ministerial

  1. Conducted five times so far since 2016 as a follow-up to the Leader’s Summit on UN Peacekeeping, which was held in 2014 at the invitation of the United States to support UN Peacekeeping facing many challenges. This year, Germany hosted the event with the theme "The Future of Peacekeeping For More Effective and Secure UN Peace Operations".
  2. Japan has been actively participating in the discussions as one of the co-host countries of this meeting. In December last year, prior to this meeting in Germany, Japan co-hosted a preparatory meeting on "Capacity-building and Partnership" with Uruguay and the United Kingdom.

(Reference3) The United Nations Triangular Partnership Programme (TPP)

A framework for capacity-building on UN peacekeepers through the cooperation among the United Nations, Supporting Member States, and Troop Contributing Countries. Since former Prime Minister ABE announced our support for the rapid deployment of Peacekeeping operations at the first Leader’s Summit on Peacekeeping held at the UN headquarters in 2024, which triggered the launch of the TPP, Japan has been leading TPP by dispatching instructors for engineering and medical training.
