Signing and Exchange of Notes Concerning “the Project for the Expansion of Phum Prek Water Treatment System” and “the Project for the Establishment of Nationwide Continuously Operating Reference Station Network” to the Kingdom of Cambodia

On 25 March, 2025, in Phnom Penh, the capital of the Kingdom of Cambodia, H.E. Mr. UENO Atsushi, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and H.E. Mr. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of the Kingdom of Cambodia, signed and exchanged notes for the revision of the grant amount limit of“the Project for the Expansion of Phum Prek Water Treatment System”  and “the Project for the Establishment of Nationwide Continuously Operating Reference Station Network” to the Kingdom of Cambodia.

  1. Outline of each Projects is as follows;
    1. “The Project for the Expansion of Phum Prek Water Treatment System” (up to 5.211 billion yen)
      Cambodia has achieved remarkable results, including the realization of 24-hour water supply service in the capital city of Phnom Penh, known as the "Miracle of Phnom Penh,” with the support of Japan and other donors after the civil war. However, due to the rapid increase in population and commercial facilities, the stable supply and efficient operation and maintenance of water supply facilities have become challenges. This project will contribute to the quality of life in Cambodia by expanding the water supply facilities at the Phum Prek Water Treatment Plant, to increase the water supply in Phnom Penh, where water supply and demand are tight, and improve the living environment of the residents of Phnom Penh.
      This project was originally signed in November 2022 for a grant amount of up to 3.361 billion yen, but due to a shortage of funds caused by the factors such as the recent price hike, an additional grant amount of 1.850 billion yen has been provided, bringing the total grant amount limitto 5.211 billion yen.
    2. “The Project for the Establishment of Nationwide Continuously Operating Reference Station Network” (up to 1.938 billion yen)
      In Cambodia, delays in registration due to the slow modernization of surveying technology have led to problems with property ownership, stagnation of real estate transactions, and delays in new development projects. It has also resulted in lost opportunities for the government to collect land transaction taxes. Efficient implementation of surveying, topographic mapping, and civil engineering works for development sites is a challenge.
      This project will contribute to further infrastructure development in Cambodia by strengthening administrative services for land registration and land transactions through the development of an electronic reference point network that will enable faster surveying and highly accurate positioning.
      This project was originally signed in October 2023 for a grant amount of up to 1.338 billion yen, but due to a shortage of funds caused by the factors such as the recent price hike, an additional grant amount of 0.6 billion yen has been provided, bringing the total grant amount limit to 1.938 billion yen.
  2. The government of Japan announced “three new cooperation approaches” for Cambodia's sustainable development and co-creation of social values. The above cooperation projects embody one of the three approaches, namely “Developing Social Infrastructure According to Development Stages”, and are expected to contribute to the development of water and digital sectors.
