Signing and Exchange of Notes on “the Economic and Social Development Programme” and “the Project for the Construction of Training Complex and Outreach Facility of Cambodian Mine Action Centre” to the Kingdom of Cambodia
On 20 March, 2025, in Phnom Penh, the capital of the Kingdom of Cambodia, H.E. Mr. UENO Atsushi, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and H.E. Mr. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of the Kingdom of Cambodia, signed and exchanged notes for the revision of the grant amount limit of "the Economic and Social Development Programme (Mine Clearance Equipment)” and “the Project for the Construction of Training Complex and Outreach Facility of Cambodian Mine Action Centre” to the Kingdom of Cambodia.

The Cambodian Mine Action Centre (CMAC), which has been working with Japan to share mine clearance technology with third countries, has an aging mine clearance equipment and is in urgent need of improving its capacity to conduct demining and third country training. This project aims to support the Cambodian government with mine clearance equipment, including bush clearing machines and mine clearing machines, in order to strengthen the country's capacity to conduct demining and third country training and thereby contributing to the country's socio-economic development through social stabilization. - “the Project for the Construction of Training Complex and Outreach Facility of Cambodian Mine Action Centre” (up to 2.751billion yen)
The Cambodian Mine Action Centre (CMAC), which has been working with Japan to share mine clearance technology with third countries, lacks sufficient facilities to provide training and its functions to promote understanding of the landmine issues are not fully operational. This project will contribute to the realization of a sustainable society by promoting demining and UXO clearance in Cambodia and the third countries through the construction of a facility for the CMAC's training activities and a public relations facility, improving the education and training environment for personnels engaging with mine countermeasures as well as promoting understanding and awareness of mine issues among visitors to the center.
This project was signed in November 2022 for a grant amount of up to 2,451 million yen, but due to a shortage of funds caused by recent price hikes and other factors, an additional grant amount of 300 million yen has been provided, bringing the total grant amount limit has been revised to 2.751 billion yen.

- The government of Japan announced “three new cooperation approaches” for Cambodia's sustainable development and co-creation of social values. This cooperation embodies one of three approaches, namely “Japan-Cambodia Landmine Initiative”, and is also a part of the Japan-Cambodia Cooperation to Support Humanitarian Mine Action.
