Signing and Exchange of Notes Concerning a grant aid “The Project for the Improvement of Disposal Capacity of Plastic Litter in Urban Provinces” to the Kingdom of Cambodia

On 27 February, 2025, in Phnom Penh, the capital of the Kingdom of Cambodia, H.E. Mr. UENO Atsushi, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and Ms. Alissar CHAKER, Resident Representative, United Nations Development Program (UNDP) Cambodia, signed and exchanged notes for “the Project for the Improvement of Disposal Capacity of Plastic Litter in Urban Provinces” (project up to 378 million yen).

  1. It is believed that 1,113 t/year (2019) of plastic waste is discharged into the ocean via the Mekong River and other rivers in Phnom Penh, where appropriate recycling and waste disposal facilities are not in place. These problems cannot be solved by government efforts alone, and require a change in the awareness of citizens and businesses.
  2. This project will provide assistance in preparing legislation and policy formulation to promote waste and recycling measures in the three provinces(Phnom Penh, Siem Reap, and Preah Sihanouk) which are driving economic growth, establish plastic waste reduction and business models, and improve capacity for monitoring and reporting requirements. This project will also improve the environment for waste management and reduce plastic waste. It is also expected to contribute to the realization of Cambodia's “Marine Initiative” for waste management, innovation, and capacity building.
