Signing and Exchange of Notes Concerning the Provision of educational ICT equipment to the Kingdom of Cambodia (Grant Assistance “Economic and Social Development Program”)

On 27 February, 2025, in Phnom Penh, the capital of the Kingdom of Cambodia, H.E. Mr. UENO Atsushi, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and H.E. Mr. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of the Kingdom of Cambodia, signed and exchanged notes concerning a grant aid project of JPY 404 million to provide educational ICT equipment.

  1. The Royal Government of Cambodia opened the Techo Sen Institute of Public Works and Transport in April 2021 to develop human resources capable of contributing to the construction and development of digital infrastructure. However, the school has few practical training equipment, and classes are mainly conducted in a classroom style, which has resulted in insufficient capacity building.
  2. This project will provide the Cambodian government with educational ICT equipment manufactured by Japanese companies. This will enhance digital education at the Techo Sen Institute of Public Works and Transport, which trains human resources for the implementation of public works projects. It is expected to contribute to the country's economic and social development through social stabilization.
  3. The government of Japan announced “three new cooperation approaches” for Cambodia's sustainable development and co-creation of social values. This cooperation embodies one of three approaches, namely “Developing Social Infrastructure According to Development Stages”, and is also a part of the Co-Creation for Common Agenda Initiative contribute to the development of digital economy and society in Cambodia.
