- JSPP21 is a programme that Japan and Singapore jointly conduct training courses for third countries. At the Japan-Singapore Summit Meeting held in May 1993, it was agreed that the two countries would cooperate in technical assistance to developing countries. In 1997, both countries agreed to equally share cost of training courses and to give equal partnership status to the bilateral relations. At that time, the programme was named JSPP21.
- Since the establishment of JSPP21, the two countries have conducted a total of approx. 430 training courses in such fields as community policing, trade and investment promotion and maritime traffic. At each training course, the relevant ministries and agencies of the Japanese government and JICA experts give lectures to trainees, and a total of approx. 7600 people mainly from ASEAN Member States have been trained through JSPP 21.
- In December 2018, Japanese and Singaporean Foreign Ministers signed a revised Memorandum of Discussion on JSPP 21 which prioritizes peace and security, urban governance, development of private sector, addressing vulnerability and smart initiative.
