Signing of the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law

On February 11, H. E. Mr. SHIMOKAWA Makita, Ambassador Extraordinary and Plenipotentiary of Japan to the French Republic signed the Council of Europe Framework Convention on Artificial Intelligence (AI) and Human Rights, Democracy and the Rule of Law on behalf of Japan, in the presence of Mr. MATSUMOTO Hisashi, Parliamentary Vice-Minister for Foreign Affairs, at the signing ceremony held on the occasion of the AI Action Summit in Paris, the French Republic.
- The Convention was adopted by the Committee of Ministers of the Council of Europe in May 2024. As the first international legally binding instrument on the subject of AI, the Convention aims to ensure that activities within the lifecycle of AI systems are consistent with human rights, democracy and the rule of law, and provides for the adoption or maintenance of appropriate measures by Parties as well as the promotion of international cooperation.
- Japan has contributed to the drafting of the Convention as the only observer state of the Council of Europe from Asia. Japan will continue to lead international efforts to achieve safe, secure, and trustworthy AI including through the Hiroshima AI Process, and will continue to encourage innovation creation. Japan's signing of the Convention has great significance from the perspective of demonstrating both domestically and internationally Japan's positive attitude towards participating in and contributing to discussions on international frameworks for AI.
