Attendance of State Minister for Foreign Affairs Miyaji at the Ministerial Conference on Nuclear Science, Technology and Applications and the Technical Cooperation Programme (Outline)
The International Atomic Energy Agency (IAEA) Ministerial Conference on Nuclear Science, Technology and Applications and the Technical Cooperation Programme is held in Vienna, Austria from November 26 to 28, and State Minister for Foreign Affairs MIYAJI Takuma attended the conference on the first day, November 26, on behalf of the Government of Japan. The purpose of the meeting was to discuss the use of nuclear science and technology in the fields such as climate change, health, and food security, as well as the IAEA's technical cooperation activities in those fields.
1. Ministerial Segment
(1) State Minister MIYAJI delivered a speech, the summary of which is as follows.(full text: English (PDF) )
- Japan attaches great importance to the nuclear science and technology, which contributes to addressing global challenges including achieving the SDGs, and thus has been enhancing the international cooperation in this regard.
- Japan highly commends the IAEA for its outstanding role in the promotion of nuclear science, technology, and their applications. Japan has always been a strong supporter of the IAEA’s initiatives such as “Rays of Hope” and “Atoms4Food”.
- The Nuclear Applications Laboratories in Seibersdorf play a key role in conducting applied research and development and other activities. Japan has strongly supported ReNuAL initiative for their modernization, with voluntary contribution of approximately 7.6 million euros in total.
- Japan welcomes the recent progress in the cooperation between Japan and the IAEA, including the designation of Japan’s Rays of Hope Anchor Centre and signing of a Practical Arrangements between the IAEA and the Japanese Society for Non-Destructive Inspection.
- Japan has provided approximately 1.5 million euros for Marie Sklodowska-Curie Fellowship Programme and announces Japan’s intent to host Lise Meitner Programme next year.
- Japan keeps leading the cooperation frameworks of Regional Cooperative Agreement (RCA) and Forum for Nuclear Cooperation in Asia (FNCA) to promote the peaceful uses of nuclear science and technology in Asia and the Pacific.
- Japan hopes that this Ministerial Conference will give further momentum for the promotion of peaceful uses of nuclear science and technology.

2. Meetings with dignitaries from other governments and international organizations
During the Conference, State Minister MIYAJI met with the following dignitaries from other governments and an international organization. Its summary is as follows:
(1) IAEA: H.E. Mr. Rafael Mariano Grossi, Director General of the International Atomic Energy Agency
State Minister MIYAJI stated that he welcomed the close collaboration between Japan and the IAEA in the field of nuclear science and technology. He also expressed his appreciation for the Director General's strong commitment to the discharge of ALPS treated water into the sea.
In response, Director General Grossi expressed his appreciation for Japan’s continued commitment of Japan to the discharge of ALPS treated water into the sea, and Japan's contribution to the IAEA's initiatives using nuclear science and technology in medical and agricultural fields.
(2) Ghana: HON. Kwaku Afriyie, Special Envoy on Climate Change
State Minister MIYAJI expressed appreciation for the leadership of Ghana, as the co-chair of this Ministerial Conference, and that Japan would like to work closely with Ghana, which plays an important role in nuclear energy and other related fields as it serves the chair of the IAEA Board of Governors this year and the chair of the NPT Preparatory Committee next year. He also mentioned Japan's cooperation for introducing nuclear power in Ghana.
In response, Special Envoy Afriyie stated that Ghana highly appreciates Japan's contribution to the IAEA's initiative using nuclear science and technology in agricultural field, and also reiterated his expectations for Japan's technical cooperation in the field of nuclear energy.
(3) Finland: H.E. Mr. Kai Mykkänen, Minister of the Environment and Climate Change
State Minister MIYAJI expressed appreciation for the leadership of Finland, as the co-chair of this Ministerial Conference. He also stressed the importance of nuclear power to tackle climate change and to ensure energy security.
In response, Minister Mykkänen stated that he desires to promote cooperation with Japan in various fields related to the use of nuclear power, including the development of next-generation nuclear reactors.
(4) Honduras: Ms. Carla Marina Paredes Reyes, Minister of Health
State Minister Miyaji expressed his sympathy for the damage caused by Tropical Storm Sara in November this year, and conveyed that Japan provided emergency relief supplies, and that Japan would consider further support for reconstruction. He also stated that he welcomed the Letter of Intent on trilateral cooperation in Honduras, signed by Japan, the IAEA, and Honduras in September this year, in the field of medicine(radiotherapy), and Japan would like to continue to work together for the early implementation of specific cooperation projects.
In response, Minister Paredes expressed his appreciation for Japan's leadership in the signing of Letter of Intent on trilateral cooperation in Honduras by Japan, the IAEA, and Honduras, and also stated that he would like to move forward with the coordination to materialize the cooperation.
3. Attendance at the side event “Unveiling the NDT Service Centre/Laboratory for civil structures”
State Minister Miyaji attended the side event “Unveiling the NDT Service Centre/Laboratory for civil structures”, hosted by the IAEA. The NDT Service Center opened in summer this year, at the Nuclear Applications Laboratories in Seibersdorf, and this side event highlighted the role of the NDT Service Center and Japan's contribution. In his remarks on behalf of the Government of Japan, he hoped that the equipment and technology gathered at the NDT Service Centre would be effectively utilized, and the center would serve as a base for passing on the high-level NDT technology and fostering human resource.

State Minister Miyaji exchanged views with Japanese staff members of the international organizations.
