Signing and exchange of Notes concerning the grant project “Economic and Social Development Programme” for the Socialist Republic of Vietnam (National DX Promotion)
On November 15 (the same day local time), in Hanoi, the capital of the Socialist Republic of Vietnam, His Excellency Mr. ITO Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to the Socialist Republic of Vietnam, and His Excellency Lieutenant General Nguyen Van Long, Deputy Minister of Public Security of the Socialist Republic of Viet Nam, signed and exchanged notes concerning the grant project “Economic and Social Development Programme” with grant amount of 500 million yen to provide IT-related equipment to the National Resident Database (DB) Management and Operation Center.
- Vietnam has set a goal of becoming a developed country by 2045, and digitization of administrative services and socioeconomic systems is one of the most important issues for its transformation into a digital society. In Vietnam, people's ID cards are already equipped with IC chips and used for administrative procedures, and the government has a plan to make various administrative DBs accessible through people's ID cards in the future to improve the efficiency of administrative procedures and the quality and convenience of administrative services.
- In order to realize this vision, it is urgently necessary to enhance the IT environment of the National Resident DB Management and Operation Center. This project aims to enhance functionality of the center by providing IT related equipment such as storage and servers including products from Japanese companies. This cooperation is expected to contribute to the promotion of digital transformation (DX) in Vietnam and to further strengthening of the relationship between Japan and Vietnam.
The Socialist Republic of Vietnam has an area of 329,241 square kilometers (about the same as the area of Japan excluding Kyushu), a population of approximately 100.3 million (2023, General Department of Statistics of Vietnam), and a per capita gross national income per capita (GNI) of US$4,180 (2023, World Bank).
