Japan-U.S.-ROK Foreign Ministers' Telephone Meeting

On October 31st, commencing at 10:00 p.m. for approximately 30 minutes, H.E. Mr. IWAYA Takeshi, Minister for Foreign Affairs of Japan held a Japan-U.S.-Republic of Korea (ROK) Foreign Ministers’ Telephone Meeting with the Honorable Antony Blinken, Secretary of State of the United States of America, and H.E. Mr. Cho Tae-yul, Minister of Foreign Affairs of the Republic of Korea. The overview of the meeting is as follows.

After the meeting, the Joint Statement of Japan-U.S.-ROK Trilateral Foreign Ministers was released.

  1. The three Ministers strongly condemned the ICBM-class ballistic missile launch by North Korea on October 31st as it was a violation of the relevant UN Security Council resolutions, and reiterated their shared view that this constitutes a grave and imminent threat to the regional security and poses a clear and serious challenge to the international community.
  2. The three Ministers reaffirmed that they would continue to work closely together toward the complete denuclearization of North Korea in accordance with the UN Security Council resolutions, including on enhancement of regional deterrence including their trilateral security cooperation, actions at the United Nations Security Council, and international collaboration including cooperation with like-minded countries.
  3. Also, the three Ministers exchanged their views on, and condemned in the strongest terms, deepening military cooperation between North Korea and Russia, including deployment of North Korean troops to Russia and continued arms transfers. They reaffirmed that they would continue to work closely together as they are seriously concerned about these activities which not only lead to further deterioration of the situation in Ukraine but also affect the security of the Indo-Pacific region.
