Joint Statement on Establishing Multilateral Sanctions Monitoring Team (MSMT)

On October 16, in Seoul, the Republic of Korea (ROK), His Excellency  OKANO Masataka, Vice Minister for Foreign Affairs of Japan, announced the establishment of Multilateral Sanctions Monitoring Team (MSMT) with The Honorable Kurt M. Campbell, Deputy Secretary of State of the United States, and His Excellency Kim Hong Kyun, 1st Vice Minister of Foreign Affairs of the ROK, and Ambassadors of Australia, Canada, France, Germany, Italy, the Netherlands, New Zealand, the United Kingdom to the ROK. On this occasion, the Joint Statement on Establishing MSMT was released.

  1. Like-minded countries including Japan established the MSMT in response to termination of the mandate of the Panel of Experts for the UNSC 1718 Sanctions Committee in April this year.
  2. In the Joint Statement, the participating states express their intention to establish the MSMT as a multilateral mechanism to monitor and report violations and evasions of the sanction measures stipulated in the relevant UNSC resolutions. Also, the participating states underscore their shared determination to fully implement relevant UNSC resolutions regarding North Korea, reaffirm that the path to dialogues remains open, and call on all states to join global efforts to maintain international peace and security in the face of the ongoing threats from North Korea.
  3. The Government of Japan will consider further actions, working even more closely than ever with like-minded countries, such as the United States and the ROK, towards the full implementation of the UNSC resolutions regarding North Korea. At the same time, Japan, as a UNSC member, will continue to actively engage in discussions on dealing with North Korea, including discussions in the UNSC 1718 Sanctions Committee, and will make efforts so that the UNSC can fulfil its expected role, while closely communicating with other UNSC members.
