Video Message by Ms. KAMIKAWA Yoko, Minister for Foreign Affairs, for the Raisina Quad Think Tank Forum

On February 24, the Raisina Quad Think Tank Forum was held in New Delhi, and Ms. KAMIKAWA Yoko, Minister for Foreign Affairs of Japan, delivered a video message. The overview of the message is as follows.

  1. At the outset, Minister Kamikawa paid tribute to Minister Jaishankar’s leadership in bringing the G20 meetings to a successful conclusion last year, and said that she looked forward to having him to Raisina Tokyo in March and to continuing to work closely with him on further development of Japan-India relations.
  2. Next, Minister Kamikawa stated that competition among states over security and global issues has sharpened, and that precisely because we face such deepening divisions in the world, it is necessary to maintain and strengthen a free and open international order based on the rule of law.
  3. Minister Kamikawa stated that Japan, together with its allies and like-minded countries, is working to further develop a "Free and Open Indo-Pacific (FOIP)" based on the rule of law, and that the Quad is one of the most important initiatives to this end. She stated that the Quad has steadily implemented a series of initiatives that have benefited the Indo-Pacific region in a wide range of areas.
  4. Minister Kamikawa stated that the Quad’s initiatives must continue to move forward, and that she is looking forward to working with her colleagues of Australia, India and the United States as a chair of the Quad Foreign Minister’s Meeting. She called for further deepening our cooperation, including collaboration among think tanks and the promotion of "Women, Peace, and Security (WPS)" for the Quad to further develop with its inclusiveness and diversity.

It was held for the first time with the participation of think tanks from Japan, Australia, India, and the United States, and was held concurrently with the annual Laishina Dialogue which is jointly organized by the Observer Research Foundation (ORF), a major Indian think tank, and the Ministry of External Affairs of India.
