Signing of Convention
on the Establishment of the “Global Combat Air Programme – GCAP International Government Organisation”

On December 14, in Tokyo, Convention on the Establishment of the “Global Combat Air Programme – GCAP International Government Organisation” was signed between Mr. KIHARA Minoru, Minister of Defence of Japan, the Rt Hon Grant Shapps MP, Secretary of State for Defence of the United Kingdom of Great Britain and Northern Ireland, and the Rt. Hon. Guido Crosetto, Minister of Defence of the Italian Republic. (Minister for Foreign Affairs KAMIKAWA Yoko signed the Convention beforehand, meaning it was co-signed by two Ministers for Japan.)
- In implementing the GCAP, a cooperation programme for jointly developing a next-generation fighter aircraft announced by Leaders of Japan, the UK and Italy in December 2022, it is essential to collaborate efficiently. This Convention establishes the GCAP International Government Organisation (GIGO) as an international organisation for such collaboration.
- It is expected that a system for controlling and managing the GCAP in an integrated manner will be built by establishing the GIGO, whereby contributing to the facilitation of the joint development.
