Video Message by Minister KAMIKAWA Yoko, Minister for Foreign Affairs, at the “Side Event on the Substantive Preparations for the 15th Congress on Crime Prevention and Criminal Justice” in New York

Ms. KAMIKAWA Yoko, Minister for Foreign Affairs of Japan, delivered a video message (PDF) at the "Side event on the substantive preparations for the 15th UN Congress on Crime Prevention and Criminal Justice" held at the UN Headquarters in New York on November 7, 2023.
- At the outset, Minister Kamikawa expressed her appreciation to Ms. Ghada Waly, Executive Director of the United Nations Office on Drugs and Crime (UNODC), for the initiative to organize the event, which focused on substantive preparations for the 15th UN Congress on Crime Prevention and Criminal Justice, to be hosted by the United Arab Emirates in 2026, to further expand on the achievements of the Kyoto Congress held in 2021.
- Minister Kamikawa illustrated Japan’s activities undertaken to realize the “Kyoto Declaration”, the adopted at the 14th Congress, including “Thematic Discussions on the Implementation of the Kyoto Declaration”, holding regular “Global Youth Forums for a Culture of Lawfulness”, developing the “United Nations Model Strategies on Reducing Reoffending”, providing the “Asia Pacific Criminal Justice Forum” and the results of these efforts. Minister Kamikawa stressed the importance of further advancing crime prevention, criminal justice, and the rule of law by building on these achievements.
- Finally, Minister Kamikawa welcomed the decision of the United Arab Emirates to host the 15th Congress and expressed Japan's commitment to work closely with the United Arab Emirates for the success of this important meeting.
