On October 29-30 (local time), Japan-U.S.-ROK Trilateral Development and Humanitarian Assistance Policy Dialogue was held at Honolulu, the United States. Mr. ENDO Kazuya, Director-General, International Cooperation Bureau, Ministry of Foreign Affairs of Japan (MOFA), along with officials of MOFA, Japan International Cooperation Agency (JICA) and Japan Bank for International Cooperation (JBIC), Ms. Michele Sumilas, USAID Assistant to the Administrator, Bureau for Planning, Learning, and Resources, and Mr. Won Do-yeon, Director General, Development Cooperation Bureau, Ministry of Foreign Affairs of Republic of Korea(ROK) attended this dialogue. The summary is as follows.

  1. The three countries reaffirmed their commitments to a “Free and Open Indo-Pacific (FOIP)” by promoting trilateral development cooperation to advance and realize the outcomes of the Japan-U.S.-ROK Summit at Camp David. They also reaffirmed that there is already trilateral development cooperation in various areas such as agriculture, entrepreneurship, healthcare, gender including the Women, Peace and Security (WPS), and electricity in the Indo-Pacific and beyond, and shared the views to further expand their cooperation.
  2. The three countries also exchanged views on humanitarian assistance in response to the situations including in Israel and Palestine and concurred to work together to address these issues.
  3. Director-General Endo explained the Development Cooperation Charter revised this year and the new plan for a “Free and Open Indo-Pacific (FOIP)”, and the three countries exchanged views on a wide range of development issues, including the Sustainable Development Goals (SDGs), the lack of development financing, climate change, humanitarian assistance, and promotion of transparent and fair development finance, and concurred to cooperate to tackle these challenges.
