Establishment of the Transitional Government of National Unity of South Sudan

1. The establishment of the Transitional Government of National Unity of South Sudan was declared on February 22nd, 2020 in Juba, the capital city of South Sudan. The Transitional Government has been established in accordance with the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) signed in 2018, but the Government of Japan recognizes that the process leading to the establishment was not an easy one. The Government of Japan welcomes the agreement on the establishment of the Transitional Government by all stakeholders including President Salva Kiir and First Vice President Riek Machar and highly evaluates the mediation efforts by the Inter-Governmental Authority on Development (IGAD).

2. The establishment of the Transitional Government is not a goal but the beginning of the process toward the transition to civil rule. The Government of Japan hopes that all the parties will implement the agreement in the R-ARCSS one by one in a steady manner under the Transitional Government. The Government of Japan will continuously support the effort toward the implementation of R-ARCSS and peace and stability in South Sudan in cooperation with the international community.
