The Deposit of the Instrument of Ratification for the Ninth Additional Protocol to the Constitution of the Universal Postal Union and the Instrument of Approval for the First Additional Protocol to the General Regulations of the Universal Postal Union, the Universal Postal Convention and the Postal Payment Services Agreement

June 1, 2017

1. On June 1 (same day local time), the Government of Japan deposited the instrument of ratification and instrument of approval for the following acts with the Director General of the International Bureau of the Universal Postal Union in Bern, Switzerland.

(1) Ninth Additional Protocol to the Constitution of the Universal Postal Union

(2) First Additional Protocol to the General Regulations of the Universal Postal Union

(3) Universal Postal Convention

(4) Postal Payment Services Agreement

2. These acts will enter into force on January 1, 2018.

3. Japan will continue to conduct international postal services and international postal payment services appropriately as a member country of the Universal Postal Union through its activities.

(Reference) Overview of the above acts

(1) These acts were adopted on October 6, 2016 at the 26th Universal Postal Congress held in Istanbul.

(2) These acts revise the Constitution and the General Regulations of the Universal Postal Union and amend the current Universal Postal Convention and Postal Payment Services Agreement in order to make necessary changes to matters concerning the operation of the Universal Postal Union or matters concerning international postal services or international postal payment services.

(3) The Government of Japan received the approval of the Diet for the conclusion of these acts on April 21, 2017. The acts will enter into force on January 1, 2018 pursuant to their provisions.
