Meeting on Japan-EU Bilateral Aviation Safety Agreement (BASA)

1. A Meeting on Japan-EU Bilateral Aviation Safety Agreement (BASA) will be held in Tokyo on December 9.

2. This meeting will be attended on the Japanese side by Mr. Yuji Amemiya, Negotiator for Treaties, European Policy Division, and other officials from the Ministry of Foreign Affairs and the Ministry of Land, Infrastructure, Transport and Toursim; and on the EU side, Mr. Joachim Luecking, Head of Unit ‘Aviation Safety’, and other representatives from the Directorate General for Mobility and Transport, European Comission, and other officials from the European Aviation Safety Agency.

3. Curretnly, the aviation authorities of Japan and the EU respectively conducts inspections for aeronautical products and organizations such as aircraft and maintenance facilities, and therefore, duplicated cost or effort (i.e. excessive economic loss) is caused at aircraft operators or related industries. With the BASA, aviation authorities of the state operating aircrafts may utilize the inspections conducted by aviation authority of the state designed/manufactured aircrafts and the inspections for maintenance facility conducted by aviation authority of the state of the facility located, and duplication of inspections will be reduced. Accordingly, the trade in aircraft industires is expected to be promoted.
