Japan- Republic of Korea High-level Policy Dialogue for Development Cooperation

1. Japan and the Republic of Korea held the High-level Policy Dialogue for Development Cooperation* on Monday, February 6 in Tokyo, Japan.

2. Headed respectively by Mr. Kimihiro Ishikane, Director-General of International Cooperation Bureau of the Ministry of Foreign Affairs of Japan and Ms. Youngju Oh, Director General for Development Cooperation of the Ministry of Foreign Affairs of the Republic of Korea, officials from the both sides had extensive discussions ranging from development cooperation policies, international development policy frameworks including Post 2015 Development Agenda, to assistance provided by the two countries across the globe to tackle a wide range of development challenges including infrastructure development in Asia, disaster risk reduction, and global health.

3. Japan explained its Development Cooperation Charter that was approved by the Cabinet on 10 February. Japan also introduced its enhancing policy measures for infrastructure development in a way to realize “quality growth” in Asia. In the session of global health and response to Ebola virus disease and other communicable diseases, Japan introduced its strategy for global health diplomacy and Universal Health Coverage (UHC). Both sides shared their experiences of Ebola outbreak response and discussed possible areas of collaboration to improve preparedness against communicable diseases in Asia. Korea expressed its support to Japan’s efforts for the success of the Third UN World Conference on Disaster Risk Reduction, which will be held in Sendai-city of Miyagi Prefecture, Japan from 14 to 18 March.

4. Japan and the Republic of Korea agreed to have the next High-level Policy Dialogue for Development Cooperation next year at a convenient timing for both sides.

Japan- Republic of Korea High-level Policy Dialogue for Development Cooperation is a framework of bilateral dialogue to be held on an irregular basis, promoting knowledge exchange and collaborations between the two countries. The last dialogue was held in the Republic of Korea in 2012.
