In the wake of the enormous damage in northern Afghanistan caused by flash floods, following heavy rain on April 24, Mr. Shinzo Abe, Prime Minister, sent a message to H.E. Mr. Hamid Karzai, President of the Islamic Republic of Afghanistan, and Mr. Fumio Kishida, Minister for Foreign Affairs, also sent a message to H.E. Mr. Zarar Ahmad Osmani, Minister of Foreign Affairs of the Islamic Republic of Afghanistan, expressing their condolences to the bereaved and sympathies to the affected people and stating that Japan will extend any possible assistance.
