Regarding the Judgment of the Seoul High Court of the Republic of Korea in the Lawsuit Filed by Former Comfort Women and Others
(Statement by Foreign Minister KAMIKAWA Yoko)

November 23, 2023
  1. In the lawsuit filed by former comfort women and others against the Government of Japan, on November 23, 2023, the Seoul High Court of the Republic of Korea rendered a judgment which ordered the Government of Japan, inter alia, to pay compensation to the plaintiffs, denying the application of the principle of State immunity under international law, as was the case in the judgement of the Seoul Central District Court of the Republic of Korea on January 8, 2021.
  2. This judgment, same as the previous judgement on January 8, 2021, is, clearly contrary to international law and agreements between the two countries, and therefore extremely regrettable and absolutely unacceptable.
  3. Japan once again strongly urges the Republic of Korea to immediately take appropriate measures to remedy the status of its breaches of international law on its own responsibility as a country.
