Accession to the “Cape Town Agreement of 2012 on the Implementation of the Provisions of the Torremolinos Protocol of 1993 relating to the Torremolinos International Convention for the Safety of Fishing Vessels, 1977”

On March 27 (same day local time), the Government of Japan deposited its instrument of accession to the Cape Town Agreement of 2012 on the Implementation of the Provisions of the Torremolinos Protocol of 1993 relating to the Torremolinos International Convention for the Safety of Fishing Vessels, 1977, to Mr. Kitack Lim, Secretary-General of the International Maritime Organization (IMO) at the IMO headquarters in London.

  1. This Agreement, for the establishment of international regulations for the safety of fishing vessels, mainly provides for the modification and implementation of the provisions of the Torremolinos Protocol of 1993 relating to the Torremolinos International Convention for the Safety of Fishing Vessels, 1977, which has not entered into force. The accession by Japan to this Agreement not only contributes to improve the safety of fishing vessels in Japan and other countries but is also significant in terms of promotion of international cooperation in this field.
  2. This Agreement will enter into force 12 months after the date on which not less than 22 States the aggregate number of whose particular fishing vessels is not less than 3,600 have expressed their consent to be bound by it. Since Japan has already deposited its instrument, this Agreement will enter into force for Japan 12 months after the date on which the requirements for its entry into force have been met.

  1. This Agreement was adopted at the international conference held by the IMO on 11 October, 2012 in Cape Town.
  2. 18 countries including Japan concluded this agreement and their aggregate number of fishing vessels of 24m in length and over operating on the high sea is 2,479 (preliminary figures).
  3. The Diet of Japan approved the conclusion of this Agreement on 8 June, 2022.
