1. At the beginning, Senior Vice-Minister Matsuyama congratulated Ambassador Roman-Morey on his inauguration as the chairman and conveyed the policy of the Government of Japan toward a "world without nuclear weapons" as the only nation to have suffered atomic bombings. In response to this, Chairman Roman-Morey stated that Japan was the first state party of the Non-Proliferation Treaty (NPT) that he had visited as the chairman for consultations and because Japan is an important country in the field of nuclear non-proliferation, he expressed his desire to cooperate with Japan.
