Tokyo Seminar on the Treaty on the Non-Proliferation of Nuclear Weapons (NPT)

  1. (1) The Tokyo Seminar on the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), co-hosted by the Ministry of Foreign Affairs (MOFA) and the Center for the Promotion of Disarmament and Non-Proliferation (CPDNP), was held from February 7 (Mon) to 8 (Tue) in Tokyo (MOFA). Active discussions took place during those two days among major players in this field (see participants list hereto attached), to provide a venue of debate with a view to paving a smoother way towards the incoming NPT Review Conference (May 2 to 27, in NY).

    (2) The Seminar was attended by the president-designate of the 2005 NPT Review Conference, Ambassador Sergio Queiroz-Duarte (Brazil), and about 50 persons including governmental high level officials of 20 countries, officials from the United Nations and the International Atomic Energy Agency (IAEA), and experts from private think tanks. From Japan, Mr. Shuzen Tanigawa, Senior Vice-Minister for Foreign Affairs, delivered an opening address, and Mr. Yoshiki Mine, Permanent Representative of Japan to the Conference of Disarmament, Mr. Yukio Takasu, Permanent Representative of Japan to the International Organizations in Vienna, and Mr. Takaya Suto, Director, Center for the Promotion of Disarmament and Non-Proliferation, chaired the sessions. Ambassador Yukiya Amano, Director General of the Disarmament, Non-Proliferation and Science Department of the MOFA, and other officials also attended the Seminar.
    (The Seminar was closed to the public except for Mr. Tanigawa's opening address.)

    (3) The Seminar comprised of the following seven sessions:
    (a) Challenges toward the 2005 NPT Review Conference
    (b) Nuclear disarmament
    (c) Nuclear non-proliferation
    (d) Use of nuclear energy for peaceful purposes
    (e) Strengthening the NPT Regime
    (f) Disarmament and non-proliferation education
    (g) Wrap up

  2. Japan's views on the incoming Review Conference were succinctly expressed in the opening address by Mr. Shuzen Tanigawa, Senior Vice-Minister for Foreign Affairs, Japan. Sessions formulated in accordance with the three pillars of the NPT had lively discussions mainly on the following issues:

    (Nuclear disarmament)

    • Further Measures for nuclear disarmament
    • The entry into force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT)
    • Early commencement of negotiations on the Fissile Material Cut-off Treaty (FMCT)
    • 13 practical steps agreed at the 2000 NPT Review Conference

    (Nuclear non-proliferation)

    • Strengthening of the IAEA safeguards
    • Export control
    • Nuclear Terrorism

    (Use of nuclear energy for peaceful purposes)

    • Inalienable right to use of nuclear energy for peaceful purposes
    • Control of sensitive materials and technologies such as enrichment and reprocessing related materials and technologies

    (Other issues)

    • Universalization of the NPT
    • Effective measures to deal with the withdrawal from the NPT
    • Strengthening of the NPT review process (including institutional improvement of the NPT)
    • Disarmament and non-proliferation Education
