(2) Collaboration among Related Government Ministries and Agencies
In order to maintain overall consistency between the ODA projects implemented by the various government ministries and agencies so as to maximize efficiency and effectiveness, collaboration and coordination among government ministries and agencies must be strengthened and the Government in its entirety must formulate and implement policies that are coherent and consistent. MOFA fulfills the central coordinating role encompassing the Government as a whole in overall planning related to development assistance. MOFA organizes various conferences such as the Inter-Ministerial Meeting on ODA, the Experts Meeting on Technical Cooperation and the Experts Meeting on ODA Evaluation in order that related government ministries and agencies may coordinate their activities and share information. Whenever necessary, MOFA holds sessions for the exchange of views in order to use the knowledge of related government ministries and agencies when formulating aid policies. It also actively promotes personnel exchanges with related government ministries and agencies so as to strengthen and expand collaboration.
