The Common Agenda for Cooperation in Global Perspective is a bilateral cooperative program for global issues established by the Prime Minister of Japan and the President of the United States in July, 1993, as one of the pillars of the Japan-U.S. economic framework talks. Under the Common Agenda, both countries are tackling many of the world's most pressing global issues, such as environmental degradation, population growth, HIV/AIDS, the development of technology and human resources for our future, which shows us good effect in various way.

In this context, WID entered as the 20th cooperative area of the Common Agenda at the Japan-U.S. Summit Meeting in January, 1995 between Prime Minister Murayama and the President Clinton. Both Governments share the views that "the participation of women in the development process is one of the keys in achieving sustainable development, and that supporting improvements in women's economic and social situation is an important development strategy."

In the first working group meeting held in May, 1995, both Governments discussed concrete coordinated efforts and decided to start with cooperation in two areas: girl's education and microenterprise development. As for girl's education, a joint planing mission was sent to Guatemala in July, 1995, in order to increase girl's school participation there.
